The cost of building refineries and petrochemical plants is rising rapidly and reached a new high in the third quarter, according to a new study by Cambridge Energy Research Associates (Cera), a unit of IHS.
Cera concludes that the steady increase in costs is leading to delays and postponements in the building of new refineries and petrochemical plants that are required to keep up with growing demand.
The recently launched downstream capital costs index complements the IHS/CERA upstream capital costs index, which measures the cost of construction of oil and gas production projects such as platforms and pipelines.
