ALBANY, N.Y., June 15 -- A legislative proposal for full universal health care in New York State will be made by spring 2008, according to Dr. Richard F. Daines, state Health Commissioner. Currently, there are 1.3 million uninsured New Yorkers who do not quality for public health care programs, Daines said.
Daines outlined his vision at the Sixth Annual Urban Health Conference sponsored by Generations/Northern Manhattan Health Network and the New York City Health and Hospital Corporation, advocating "quality-based reimbursement reform."
