SALEM - An Oregon judge must decide whether the Legislature's strict limits on lobbyist gifts represents an unconstitutional restriction on free expression.
Ultimately, that decision likely will be made by the Oregon Supreme Court. But deliberations got under way Monday in a Marion County Circuit Court, where Judge Joseph Guimond was asked to issue a preliminary injunction that would prevent the limits from taking effect Jan. 1.
Lawyer and lobbyist John DiLorenzo argued that the limits on lobbyist gift-giving to public officials amounts to an unconstitutional restriction on free expression.
