If superintendents want to influence student achievement, they must systematically design processes to hire principals who possess the 21 responsibilities identified by Waters, Marzano, and McNulty (2004). That means superintendents will need to develop interview questions, specifically designed simulations, or measurements that evaluate written materials used to assess characteristics of the candidates.
