He's not a big rock star or a sports hero, but Vladimir Putin is still the most popular man in Russia.

Putin (above) is Russia's president. Like U.S. President George W. Bush, Putin was elected in 2000 and reelected in 2004. Like Bush, he has to leave office in 2008--Russia's constitution prohibits a president from serving more than two consecutive four-year terms.

But unlike Bush, Putin has found a way to keep control of his country after he leaves office, leading some critics to say he's becoming a dictator.
