PARIS, Dec. 31, 2007 (IPS/GIN) -- European nations have ostensibly welcomed Libyan leader Muammar Gaddafi back into their diplomatic good graces, but controversy surrounding his human rights record has made for a rocky rapprochement.

Gaddafi visited France and Spain earlier this month for the first in decades, and he also attended the European Union-Africa summit in Lisbon. His participation sparked furious debates about his past actions and the import of the EU's much-professed commitment to human rights.
