RICHMOND
Efforts to restore voting rights for felons don't have a history of success in the General Assembly.
But some Democrats hope the party's new majority in the Senate and their additional seats in the Republican-controlled House of Delegates give such legislation a better chance in the 2008 session.
As she has done in the past, Sen. Yvonne Miller, D-Norfolk, introduced a constitutional amendment last month that would enable nonviolent felons to regain voting rights.
