MILLBURY - Two hours after starting his first day as town manager Wednesday, Robert J. Spain sat in front of a desk already covered in paperwork, with much of it addressing the requirements of starting new employment. Ahead of him were the challenges of municipal government: operating budgets, capital planning, staffing.
Mr. Spain brings experience as a Vermont state representative in the mid 1990s, a stint as the Millbury town administrator in 1999, time spent as town administrator in Uxbridge; and a reputation as a master negotiator as the government relations director for Charter Communications.
