The central government in Baghdad says its Oil Ministry is the sole authority for the negotiation and conclusion of any petroleum exploration and production (E&P) agreement concerning any part of Iraq. Iraqi Oil Minister Hussein al-Shahristani on Nov. 24 reiterated a warning he had made repeatedly in recent weeks that Baghdad will not recognise any petroleum E&P agreement signed between oil firms and the autonomous Kurdistan Regional Government (KRG).
