PASADENA, Calif.-The city of San Francisco turned to a federal appeals court last week in defense of a law, intended to expand health care coverage for uninsured residents, that a lower court ruled violates federal law.
San Francisco sought an emergency stay of U.S. District Court Judge Jeffrey S. White's Dec. 26 decision in Golden Gate Restaurant Assn. vs. City and County of San Francisco, in which he ruled that the employer spending requirement of the San Francisco Health Care Security Ordinance violates the federal Employee Retirement Income Security Act.
