The kanawha valley of west virginia, a 40-mile stretch that hosts chemical and other industrial companies, is considered by many as the model of Responsible Care in action. However, after 10 years of experience with community advisory panels (CAPs) and direct contact between industry and local citizens, the valley is still fine-tuning how to most effectively carry out the community awareness and emergency response (CAER) code.
In June 1994, chemical manufacturers in the region completed the U.S. industry's first exercise in worst case scenario reporting. While most in the community saw it as a positive step in outreach, others found the definition of worst case too ...
