It appears likely that when Syracuse voters choose a new mayor and suburban residents elect new town officials in 2009, they'll vote on paper ballots, not on their familiar lever machines.
U.S. District Judge Gary Sharpe on Wednesday ordered New York state to make sure its counties replace their lever machines with new voting systems for the 2009 primaries and general election. The order will force the state finally to comply with the federal Help America Vote Act of 2002.
Sharpe's ruling does not dictate whether the counties should replace the lever machines with paper ballots counted by optical scanners or ...
