Competition is no stranger to the city of San Diego, Calif., Department of Environmental Services.
Each election year for the last 25 years, the department has paused to compare its waste collection services with those of private outfits, and each time, it's found public service a bargain. "We have one of the cheapest refuse collection systems in the country," boasts Richard L. Hays, director. Currently, Hays' department charges one-third to one-half of waste companies' rates for comparable service.
