My best friend was tortured to death in 1970. Nguyen Ngoo Phuong was a gentle person. But he hated the war and was caught by the Saigon police in one of the many antigovernment demonstrations. After three days of continuous interrogation, he died. I vowed to learn more about the police who tortured him and the prison system of South Vietnam.
My apartment became a hiding place for students being chased by the police. One night in July 1970 at midnight a young congressional aide knocked on my door. He wanted to meet the student leaders, he said.
