Article: Keys approves bill to reduce powers of LegCo.

A PRIVATE member's bill that aims to exclude members of the Legislative Council from electing the post of chief minister has passed its first hurdle.

Bill Malarkey (Douglas South) was given leave to introduce his bill in the House of Keys after his resolution carried by 15 votes to six.

He said he believed that only the 24 elected members of the Keys should have the right to vote in the chief minister and claimed such a constitutional reform would dispel the perception that the Island was run by an 'old boys' club'.

Currently Tynwald in its entirety - both MHKs and MLCs - elects a chief minister following a general election.
