THESE days, when countries feel down in the dumps, it is not long before pundits start to call for two familiar medicines. The first is leadership, something there is invariably too little of, especially if the country's leader is John Major or Bill Clinton. The other, increasingly popular, pick-me-up is a general election, even if the rules do not require one to be held for several years. Calls for early polls can be heard in Spain, where Felipe Gonzalez's Socialist government is under attack, and Italy, where politics is so confusing and confused that even after June's 12 referendum votes there is still a taste for another unscheduled trip to the voting booths.
