Plans to develop a European digital library met with unequivocal support in the European Parliament, on 26 September. In a vote of 481 in favour, 26 against and three abstentions, MEPs adopted an own-initiative report by Marie-Helene Descamps (EPP-ED, France), which recommends setting up such a library "in stages," focusing first on text material that is free of copyright, held by libraries. "This material already offers the advantage of being coordinated at European level through The European Library' (TEL), set up in 2005 by the national libraries. The TEL has a sizeable volume of digitised works in the public domain and thus immediately usable," said the rapporteur.
