Energy technology researchers and companies will have to plough through almost the whole of the European Commission's Strategic Energy Technology Plan (SET Plan) before discovering that there is no extra money to be had. Despite Commission President Jose Manuel Barroso's claim of helping to launch a "third industrial revolution," driven by new energy technology, no further funds are foreseen. Since being promised by the 10 January Energy Package, the SET has been brandished by Commission officials as the mother of all plans to overcome significant barriers facing low carbon energy technologies and renewables.
