The European Union can deploy its ESDP mission in Kosovo in 2008 without a new United Nations Security Council resolution, conclude certain diplomatic circles in the EU and the UN. It remains to be seen, however, whether such a solution can be endorsed at political level.
A Security Council resolution represents the fast track for establishment of a security or civilian mission in a foreign country. Russian opposition, however, makes it very difficult in this case to pass such a resolution. The only feasible solution is therefore to base the deployment on UN Resolution 1244.
