Former Competition Commissioner Mario Monti, coordinator for the high-voltage connection between France and Spain, gave an overview of the problems facing the project on 10 January. Monti also presented his first report that lists several recommendations for French and Spanish leaders, including giving a clear commitment to the project at the summit meeting between French and Spanish leaders in Paris on 10 January. Energy Commissioner Andris Piebalgs, on 26 October, had approved Monti's work programme with a one year period to produce a final report on what has been a priority project since the Essen European Council in 1994.
