NEWPORT NEWS, Va.--Sep. 15--Newport News General Hospital, faced with a crisis in leadership and financing, is trying to forge an affiliation with Riverside Regional Medical Center, a partnership that could further splinter its governing board. The effort marks an attempt by historically black Newport News General to join with an institution that to many in the black community has been known for racism. Newport News General said in a statement that the proposal is "historic," noting it had turned for its very survival to an organization once criticized for its unwillingness to help blacks.
