COULD Canada really be near to breaking up after all? Quebeckers will vote on October 30th whether or not their province should declare itself sovereign--ie, independent. For weeks, nearly every commentator had agreed that the separatists would lose, if not by the crushing 40-60 vote that defeated a similar referendum on "sovereignty-association" in 1980.
