The Clinton administration wants to deploy 20,000 troops to Bosnia to oversee implementation of a peace plan in the region and the withdrawal of the Bosnian Federation and Bosnian Serb Republic troops to their respective territories within an agreed period as laid out in a peace settlement.
But, several Senate Armed Services Committee members told Joint Chiefs of Staff Chairman Gen. John Shalikashvili and Secretary of State Warren Christopher yesterday they are skeptical of the proposal and warn the president should not to proceed with deployment without congressional approval.
