Furthermore, these designers want alternate silicon suppliers so that a silicon design can find production capacity if one vendor cannot handle the volume.

This scenario is common among application specific standard products offered by fabless semiconductor companies as well as high volume system houses creating custom circuits for their own use. The trend is especially acute among silicon consumers bidding for limited deep submicron fab capacity.
