Seeing the need for more broadband choices for American consumers, the FCC has decided to test prototypes of devices that take advantage of the unused unlicensed frequencies, called "white space" in over-theair TV broadcasts. White space spectrum is considered as suitable for wireless broadband because it covers large distances from each antenna and can penetrate through walls just like broadcast TV signals. Those two characteristics are shortcomings for Wi-Fi and prevented it from being usable in wide areas such as the attempted municipal Wi-Fi networks.
