Within the past decade and a half, considerable discussion has occurred regarding the most appropriate setting within which to provide education for students with disabilities. Most recently, two somewhat congruent efforts have emerged: the regular education initiative (Will, 1986) and the full-inclusion initiative (The Council for Exceptional Children, 1993).
