NATO's aerial onslaught on the Bosnian Serbs does not seem to be working. Since the bombing began, on August 31st, the Bosnian Serbs have said that they would accept two of NATO's demands--to stop shelling UN "safe areas", and to open routes into Sarajevo. But Ratko Mladic, their military chief, has refused to budge on the third, crucial demand: to withdraw heavy weapons 20 kilometres (12 miles) from Sarajevo. General Mladic is gambling that, if he can stand firm for long enough, the West--always prone to division and now worried about Russia's angry reaction to the bombing--will lose its nerve.
