OAKLAND, Oct. 29 /PRNewswire/ -- Kaiser Permanente's Northern California Region and its largest union, Local 250 of the Service Employees International Union, were unable to reach agreement on a new contract before the October 28 expiration of the old contract, Kaiser Permanente said today.

Kaiser Permanente presented its best and final offer on Saturday.
