In its annual report on the Province of Quebec, Moody's Investors Service says that the province's Aa2 debt rating and stable outlook is supported by an improved fiscal framework, balanced by a relatively high debt burden. The rating also takes into account Quebec's large and diverse economic base. "Quebec has maintained a balanced position or incurred only minor deficits for nearly ten years" says Moody's Vice-President Debra Roane, lead analyst for Quebec and author of the report.
