THE COUNTRIES SURROUNDING the Black Sea have at last launched a painful and long-awaited process of coordinating their industrial development and legislative programmes in order to protect their common marine environment.
That is perhaps the most difficult part of an enormous collective environment protection plan costing $31m over its initial three-year preparatory stage. The entire plan will take perhaps 20 years to complete. cost many billions of dollars in training, research, technology transfer and infrastructure development and act as a catalyst for further investment.
