In the first case of its kind, the Justice Department has filed securities fraud charges against a San Francisco-based securities dealer for falsifying bids and making other misrepresentations during the restructuring of two municipal bond escrow accounts for the city of Tampa, Fla.

The securities fraud charges were part of a settlement agreement that the Justice Department reached with the broker-dealer, Municipal Government Investment Associates Inc., in a case that was filed in the U.S. District Court for the Northern District of California in San Francisco.
