WELSH ministers are missing out on more than pounds 8m because Whitehall has decided a quan go that operates only in England actually benefits the whole of the UK.

Cycling England was recently awarded pounds 140m extra government-funding to promote cycling - but despite the convention that extra English spending results in modest cash rises for the Assembly Government and the Scottish Executive, Cardiff Bay gets nothing.
