This past summer, the Clinton administration introduced to Congress a proposal for reauthorization of the Individuals with Disabilities Education Act (IDEA). This marks the first substantial revision to the law since 1975, when Congress enacted Public Law 94-142, the basis of IDEA.
The proposal was the result of a year and a half of careful study, thorough reexamination and intense analysis by my staff at the U.S. Department of Educations Office of Special Education and Rehabilitative Services (OSERS). During this process, we consulted with some 3,000 educators and parents of students with disabilities.
