Introduction
In its resolution 58/217, the General Assembly of the United Nations (UN) declared 2005-15 as the International Decade for Action 'Water for Life' (UN 2005). This emphasis on water in international affairs reflects a growing global recognition, galvanised at the World Summit on Sustainable Development (WSSD) in Johannesburg in 2002, of the key part that better management of water resources must play in moving towards more sustainable patterns of development.
