This is according to Ivan van der Merwe of Matchmakers, an organisation that links small black business owners with medium and big businesses.
Van der Merwe's view is broadly in line with the findings of a study commissioned by the presidency last year and undertaken by Consulta Research, which revealed that only 15 percent of businesses are participating in enterprise development.
He estimates that businesses have a collective R10 billion to be spent on enterprise development. Others set the figure at about R3 billion.
