Alexander Hamilton was worried. Forces were at work trying to make sure that the new Constitution would not be approved. He as determined to do everything in his power, however, to see the Constitution ratified.
Hamilton's pro-Constitution forces were well organized and resourceful. Fearing stiff opposition from certain members of Congress and the state legislatures, they had shrewdly avoided those bodies when establishing the ratification process. The decision to ratify or reject was given instead to special state conventions, with delegates elected by the people.
