Local Innovations in a Flawed Policy System
Despite our growing knowledge of how to design effective early childhood programs and despite the challenge of a national goal that supports school readiness, we lack a coherent system to fund, manage, govern, and support quality in local early childhood agencies, according to Mr. Schultz and Ms. Lopez.
