Some states would pay to be able to boast as South Dakota's officials do of a history of 106 years of balanced budgets.That leaves diversification of the state's economy as the focus of Gov. William Janklow's administration. The Republican was re-elected to the post in 1994, having already served as South Dakota's governor from 1979-1987.

Janklow started this economic diversification in his first term, and subsequent governors have carried on the effort.
