Around this time of the year, as governments prepare and present their budgets, we can expect some 40 or more organizations of medical specialists to make their annual pronouncements of dire shortages of physicians, decry the lengthy waiting lists in their fields, and to call for more funds to meet these problems.

An article in the Canadian Medical Association Journal (Feb.12/08) by Elizabeth Howell points out that few of these statements show much systematic or up-to-date study of the problems they are describing.
