It's rare that an industrial polluter voluntarily agrees to a multimillion-dollar plan to dramatically reduce toxic emissions. It's almost unheard of for a company to make such a costly commitment in the absence of federal or state regulations or litigation requiring it to do so.

Kansas-based Ash Grove Cement deserves an ovation from Oregonians - women of childbearing age should be the first to stand - for reaching a voluntary deal with state regulators to reduce mercury emissions at its huge kiln operation near Baker City by 75 percent within three years.
