14 MARCH 2008 WASHINGTON (Pacnews) CIA chief Michael Hayden said in a report Thursday that China was not behaving like a responsible major power, accusing the Asian giant of pouring aid to South Pacific islands merely to win UN votes.

Chinese communist leaders have not yet stepped up to the responsibility of a major power and so far have failed to understand they actually have some responsibility for the maintenance of the global system, the Washington Times quoted Mr Hayden as saying in an interview.
