"When you change the government, you change the country," said Keating in 1996, warning us what to expect if John Howard were elected. Howard's version of the warning last year was more modest: "There is no such thing as a change of government when everything continues the same as it was before the change." He hoped people would fear that without him as prime minister their economic prosperity was at risk. When he won government from Labor, particularly after 1998, he certainly tried hard to change the country. And many of those who voted for Labor last year no doubt hope it will change again.
What is at stake in these claims is the nature of the relationship ...
