FRANCE and Germany went to war against each other three times in 70 years between 1870 and 1940, and for France the third time was the nastiest of the lot. Since 1945, therefore, French governments of every stripe have worked to ensure that Germany will never be an enemy again. So, of course, have democratic governments everywhere. For France, however, getting along with the Germans has been, and remains, a matter of paramount importance--of far greater significance than it is for Britain or America.
