Many residents in the Santa Clara/River Road area say they're stuck in a Catch-22: They're residents of Lane County - in that they live outside the Eugene city limits - but they must deal with the city of Eugene officials on all land use matters.
That leaves them with no elected officials of their own to turn to with grievances, they say. County commissioners have no power over land use issues there, and yet the residents can't vote for and are not represented by Eugene city councilors.
