The New Zealand Health Strategy was released in December 2000 by then Minister of Health Annette King. (1) This document signalled major changes to the health system, its direction and priorities. The strategy specified 13 health priorities and directed district health boards (DHBs) to focus on these priorities in the short to medium term. The intention was not for other health areas to be neglected, but "the priority areas will get special emphasis when funding decisions are being made". (1)
