For anyone who is seriously interested in United States foreign policy toward Africa this book is a necessary, but not sufficient account. It is necessary because the book constitutes one of the best existing surveys on the theme - at least for the issues of relations with Zaire, the Horn and South Africa. Its particular merit is to bring out the complexity of foreign policy-making processes in the United States. But it is also insufficient, because of the limits to the approach on which Schraeder has constructed his account.
