The argument in the article by Naomi Zigmond and her co-authors published in Phi Delta Kappan, March 1995, entitled "Special Education in Restructured Schools" is critically evaluated. The effectiveness of inclusive programs is first defined and then standards are suggested as to how these should be judged.
Mr. McLeskey and Ms. Waldron take exception to the conclusions reached by Naomi Zigmond and her coauthors in a March 1995 Kappan article on the effectiveness of model elementary school programs for the inclusion of students with learning disabilities.
