Article: Transient housing and overcrowding: what are the costs?

After researching and investigating countless cases of residential overcrowding over a span of more than five years in two local governments in Virginia, I have come to realize that a number of contributing factors lead to this social phenomenon. In much broader terms, there are usually four different types of excessive occupancy--or situations that tend to foster the opportunity for overcrowding--in residential neighborhoods:

* Multiple, unrelated persons pooling their resources to afford suitable housing.

* A married couple (with or without children) struggling to maintain their monthly mortgage payments as the result of a subprime loan and ever changing interest ...
