The impetus for this research comes from the 1990 Americans with Disabilities Act (ADA).[1] Regulations for the ADA (1630.2[m]) state that organizations with at least 25 employees will be liable for the impact of their employment practices on qualified individuals with disabilities. There are estimated to be 14.2 million working-age (16 to 64 years old) Americans with physical or mental impairments.[2] Of those 14.2 million, only 30% work, mostly at part-time and/or irregular jobs.
