Under state socialism enterprises fulfilled extensive social welfare functions as part of a paternalistic system of relations among the state, local communities and enterprises. During the transition to democracy and a market economy, enterprises had to cut down their extensive social programmes in order to secure survival in an emerging competitive market environment. At the same time the global trend towards greater corporate social engagement put increasing pressures on firms to become 'good corporate citizens'.
