Under state socialism enterprises fulfilled extensive social welfare functions as part of a paternalistic system of relations among the state, local communities and enterprises. During the transition to democracy and a market economy, enterprises had to cut down their extensive social programmes in order to secure survival in an emerging competitive market environment.
